Teaching and Instruction – Military, Government and Private Sector

Mr. Torres is a noted specialized instructor covering topics related to counterterrorism, counterinsurgency, intelligence, law enforcement, jurisprudence, physical and cyber security, cyber forensics, and business and technology. Mr. Torres, for example, taught intelligence systems and methods for an elite US intelligence agency while deployed to Afghanistan as well as for a US government-sponsored counterterrorism symposium with approximately 500 members from US defense, intelligence and federal law enforcement communities, and agencies of allied nations in attendance. Mr. Torres was also an Instructor at the US Army John F. Kennedy (JFK) Special Warfare Center in Fort Bragg, North Carolina and a Counterinsurgency and Counterterrorism Instructor at the US Army’s Counterinsurgency Directorate in Fort Polk, Louisiana. As a US Army Chemical, Biological and Radiological NCO, Mr. Torres trained unit members in Weapons of Mass Destruction (WMD) including defensive and protective equipment and in WMD recognition, response and recovery. While serving in Special Forces, Mr. Torres was Lead Instructor teaching Foreign Internal Defense (FID) to Venezuelan Special Forces (Carabineros) and was the Senior NCO of the Training Directorate for Special Operations Command South (SOCSOUTH) who oversaw peacekeeping training and exercises that included the armed forces of the US, Argentina, Bolivia, Brazil, Chile, Ecuador, Paraguay, Peru and Uruguay.

Mr. Torres managed US Embassy-sponsored judicial, law enforcement, intelligence, cyber forensics and security courses where judges, prosecutors and investigators, and security and intelligence professionals of three nations graduated. These courses focused on methods to identify, locate, investigate and prosecute transnational terrorists, and organized crime networks and organized gangs and their members. The courses included Cyber and Digital Forensics and Cyber Investigations; Basic, Intermediate and Advanced Investigation Methods; Anti-Money Laundering and Asset Forfeiture for Judges, Prosecutors and Investigators; Clandestine Drug Lab Identification, Crime Scene Forensics, Preservation and Cleanup; Airport Security and Identification of Illegal Drugs, Contraband and Explosives; Prison Operations for Medium- and High-Risk Prisoners and Detainees; and K9 Operations in Law Enforcement and Security.

These courses proved valuable to the law enforcement and judicial communities of three nations working in concert with US federal law enforcement and US embassies to successfully identify, locate, apprehend and prosecute terrorists and members of organized crime networks and organized gangs, and to eliminate their criminal networks. Examples include the successful prosecution of the largest transnational money laundering case in the southern cone of South America; the identification and take down of a ministerial-level corruption ring including the apprehension of a minister and his accomplices; the identification and elimination of city- and nation-wide extortion networks; the recovery of a kidnapping victim from a terrorist group; the elimination of local and translational human trafficking rings; and the resolution of hundreds of additional small to high profile cases from 2017 through today.

Mr. Torres led his company’s Cyber Security and Cyber Forensics development and training teams to design, develop, deliver and manage training programs in the full range of cyber security and cyber forensics disciplines. These include courses in Cyber and Digital Forensics in support of investigations into terrorist activities, organized crime, organized gangs and transnational money laundering. Torres AES also delivered Defensive Cyber Security courses to help governments and businesses detect and prevent unwarranted intrusion into enterprise and personal digital resources including networks, systems, databases and data. The courses also included Offensive Cyber Security to probe black hat cyber attacker systems, networks and resources in order to identify and locate the attackers, detect their methods and to prevent and disrupt black hat hacking operations.

As teacher, Mr. Torres taught and mentored mid-, senior- and executive-level managers from both government and private sector enterprises in topics such as Business Reengineering, Information Engineering, Strategic Planning, Business Design, Process Improvement and other related subject matter. Mr. Torres also taught information technology professionals in systems design and development tools such as Oracle Financials, SAP, Microsoft Great Plains and Information Engineering Facility.
